This is not a driver. There are many tips on the above page. In my case I installed a second CD-burner program, which happened to shut down both my Samsung CD-rom and my HP CD-writer. Following Step 4 to edit the system registry fixed both drives. I thought the problem was the drive going bad or caused by upgrading to XP but I was wrong in both cases. Andrew (the above site is for OS 98 and higher).
